Kingdra is a DRAGON/water type pokemon. Why doesn't it look like a dragon/water type pokemon? o.o

Also on a side note, when I was younger, I always thought Kingdra had TWO fins on its back. It always seems silly when I look at it now and realize it's just one fin >>
